What career options are available for a Graduate candidate who have completed his B.Com?

For which government jobs, he can apply?

Already preparing for IBPS PO Bank exam, but want to know about more career opportunities.

Graduate candidates who have completed their graduation can apply for SSC CGL Exam, IBPS Clerk. As the candidate is preparing for IBPS PO already so he has a benefit to prepare for the IBPS Clerk Exam. Because both Exams have many similarities.
So, I will suggest him to go with IBPS Clerk Exam.

If you are looking for government jobs then UPSC could be one option. Yes B.Com graduates can apply for the post of IAS officer. And to become IAS officer, you will have to clear UPSC civil services exam

In total there are about 1000 vacancies each year and the selection ratio is less than 1%. Although the competition is very tough, the efforts are worth the pay.
You will need dedicated preparation for minimum of 2 years and begin the preparation early on.
